CALL FOR EXPRESSIONS OF INTEREST
For the Development of the LNRCS Digital Reporting System
The Liberia National Red Cross Society (LNRCS), in partnership with the Swedish Red Cross and with support from the Swedish Embassy, invites qualified individual consultants or firms for the Development of the Liberian Red Cross Digital Reporting System.
Terms of Reference (ToR)
1 Background
The Liberia National Red Cross Society (LNRCS) plays a critical role in delivering humanitarian assistance and development interventions across Liberia. The Planning, Monitoring, Evaluation, and Reporting (PMER) Department is responsible for ensuring that project implementation is tracked, results are measured, and reports are produced in a timely and standardized manner.
Currently, reporting processes are largely manual, relying on disparate Excel files and narrative submissions from field offices. This limits the timeliness, accuracy, and ease of data consolidation.
To address this challenge, the LNRCS seeks to Develop a Digital Reporting System that will streamline project reporting, improve data quality, enable real-time access to results, and facilitate evidence-based decision-making.
The LNRCS intends to hire an experienced Consultant to lead the system design and development process, including recruitment and oversight of a Software Engineer who will build the system.
2 Objective of the Consultancy
To design, develop, and deploy a functional LNRCS PMER Digital Reporting System that enables project and program teams to submit, store, analyze, and visualize data in real time for improved organizational performance and accountability.
3 Scope of Work
The Consultant will be responsible for:
- Needs Assessment & System Design
- Conduct a rapid assessment of existing PMER reporting processes, tools, and data flows.
- Engage key stakeholders (PMER Unit, program staff, management, branches) to define functional and technical requirements.
- Develop system architecture, workflows, and user specifications.
- Recommend appropriate technology stack (web-based, mobile compatibility, security measures).
- Recruitment & Oversight of Software Engineer
- Develop Terms of Reference for the Software Engineer position.
- Participate in the selection process for the Software Engineer in collaboration with LNRCS HR.
- Provide technical oversight and quality assurance during development.
- System Development & Testing
- Supervise and guide the Software Engineer in building the PMER Digital Reporting System.
- Ensure integration of key features, including:Data entry forms (customizable per project)
- Data validation and error checks
- User roles and access controls
- Automated report generation (tables, charts, dashboards)
- Export to PDF, Excel, Word
- Mobile access (offline & online modes)
- Data security and backup protocols
3Conduct pilot testing and incorporate user feedback.

5 Duration & Location
The consultancy is expected to last 4 months (approx. 16 weeks) from the date of contract signing.
The Consultant will work remotely with periodic in-country visits to LNRCS HQ in Monrovia and selected field offices (if necessary).
6 Reporting & Supervision
The Consultant will report to the PMER Officer and work closely with the Head of Programs and ICT Unit.
7 Qualifications & Experience
- Advanced degree in Information Systems, Software Development, Monitoring & Evaluation, or related field.
- At least 7 years of experience in digital system development for NGOs or similar organizations.
- Proven track record in designing and implementing data management/reporting platforms.
- Experience supervising software developers or engineers.
- Strong understanding of M&E/PMER frameworks and reporting standards.
- Excellent facilitation, documentation, and training skills.
- Knowledge of data security and privacy standards.

The Consultant will adhere to the IFRC Code of Conduct, LNRCS Data Protection Policy, and ensure confidentiality of all organizational and beneficiary data.
