Ref: Invitation to submit a bid for mini-grant management

Background: The Netherlands Institute for Multiparty Democracy (NIMD) invites civil society organizations and media institutions that attended the NIMD’s training in Monrovia from September 10-12, 2025 on legislative monitoring to submit a proposal for the management of a mini-grant to support legislative oversight and accountability. The grant is an integral part of the Liberia Electoral Support Project (LESP) related to outcome 3 that focuses on Increased Legislative Oversight and co-funded by the EU and Governments of Ireland and Sweden and managed by UNDP and jointly implemented by NIMD and UN Women.

 

Rationale: The successful bidders, one from CSOs and the other from the media, will serve as the grant holder for their respective networks although the two networks are required to monitor the legislature in a collaborative manner on three key performance legislative indicators: transparency, participation and inclusion.

 

Objectives: The bid has the following objectives:

§  To capacitate the networks of CSOs and media institutions working on legislative monitoring to apply the knowledge and skills gained from the above-mentioned workshop to improve their oversight role of legislative accountability.

§  To use the mini-grants to jointly design innovative, effective and efficient ways to collaborate in joint legislative monitoring and to build a healthy working relationship with the legislature.

 

Requirements: The proposal MUST contain the following elements:

1)      Provide proof that the applicant is legally registered with the government and status is current.

2)      The applicant must have an established bank account that is active.

3)      The applicant must demonstrate proven track record of legislative oversight through monitoring and reporting.

4)      The applicant must demonstrate experience and capacity in grant management and cite at least one reference.

5)      The applicant must demonstrate capacity and record of compiling narrative and financial reports that met required standards and compliance.

6)      The applicant must demonstrate experience in convening CSOs/MEDIA to work in a network or coalition in a coordinated and collaborative manner.

 

Duration of the grant: The grant will be implemented over the period (October -December 2025).

Submission procedure and deadline: All proposals both narrative and budget should be submitted in hard copies to the 16th Street, Sinkor office of NIMD no later than October 10, 2025 at 2pm.

NOTE: All shortlisted applicants will be notified and will undergo an internal capacity assessment.
