Purpose
The Deputy Finance Manager supports the Head of Finance with a dotted reporting line to the Finance Manager at the Country Office. This position is responsible for overseeing day-to-day financial operations across all field offices. The role ensures that all financial control systems and accounting procedures comply with BRAC Liberia’s guidelines and policies. The manager will support the preparation of spending plans, manage budgets and forecasts, and ensure the timely delivery of all financial reports. The position also conducts financial analysis to identify key trends and develops strategies to achieve the finance department’s objectives. Finally, the manager works in collaboration with the Country and Regional finance teams to support staff capacity building initiatives
Key Responsibilities:
Operational Activities:
- Oversee Financial and Accounting Activities: Manage and oversee all country office financial and accounting tasks, including general ledger postings, cash reconciliations, and balance sheet reconciliations, in accordance with financial policies and standards.
- Manage Financial Planning and Reporting: Supervise the end-to-end process for budget preparation and forecasting. This includes supporting the creation of detailed spending plans and ensuring timely delivery of accurate financial reports.
- Ensure Compliance and Controls: Ensure all financial activities and systems adhere strictly to BRAC Liberia’s guidelines. Implement and monitor effective internal control systems to safeguard organizational assets.
Conduct Financial Analysis: Carry out financial analysis to identify trends and variances, which will inform strategic decisions. - Support financial Operations: Provide direct support to finance offices, area accountants and regional managers to ensure they maintain proper financial records and adhere to approved budget codes. This includes conducting regular spot checks and offering financial support as needed.
Team Development and Support: Proactively work with the Country Office and regional teams to identify skill gaps and develop a capacity-building plan. This will help strengthen the skills and knowledge of finance staff. - Oversee Non-Finance Activities: Manage and monitor non-finance-related tasks, such as tracking assets and inventory at the regional and branch offices.
- Ensure timely payment and reconciliation of all statutory deductions, including withholding tax and NASSCORP.
- Maintain and reconcile the accounts receivable, accounts payable, and asset registers to ensure their accuracy and integrity.
- Provide full support during internal and external audits by preparing and submitting all required documentation in a timely manner.
- As and when required, take an active role in procurement, vendors / service providers evaluation, and prequalification as shall be as required
- Provide oversight or management of non-finance related activities e.g. Assets and inventory tracking in the regional / branch offices.
- Supervise finance officer/area Accountants by conducting regular spot checks and provide financial support roles as required and ensure the performance management system (PMS) on time.
Strategic Partnering Activities:
- Develop Financial Strategy: Collaborate with the Head of Finance to create financial strategies that support the department’s and the organization’s broader objectives.
- Collaborate with Key Stakeholders: Work closely with the Country and Regional finance teams to ensure seamless financial operations and governance across all levels.
- Build Vendor Relationships: Establish and maintain positive relationships with vendors and service providers. This includes taking an active role in their evaluation and pre-qualification to enforce quality assurance.
- Support Regional Leadership: Provide direct support to regional-level leadership with activities and budget planning.
- Enhance Financial Governance: Assist country offices in implementing and managing financial governance and record-keeping procedures to ensure data integrity and security.
- Participate in Systems Development: Contribute to the development and implementation of new financial systems and processes to strengthen compliance and accountability across the organization.
Academic Qualifications:
- Master of Science in Accounting or Finance or a related course.
Professional certfication in accounting/ auditing/ financial reporting will give an added advantage.
Required Skills, Competencies & Knowledge:
- Considerable knowledge and experience of accounting and reporting packages/systems such as SBI Cloud, oracle or any ERP system.
- 6 years of professional experience.
- Knowledge of and experience working within a funding/not-for-profit environment in a similar role
- Demonstrated level of self-awareness and resilience and the ability to manage multiple demands and prioritize accordingly
- Sound stakeholder management and the ability to build and maintain strong, credible relationships to proactively encourage Managers and other stakeholders to adhere to program (cost centre) budgets.
- Ability to be self-directed and work autonomously.
- Excellent interpersonal and communication skills, in written and verbal English
- Demonstrated ability to meet deadlines with superior attention to detail and accuracy
- Strong computer skills and use of the full suite of Microsoft office.
